Singapore will be going into Phase 3 of the Covid-19 Circuit Breaker on Dec 28, Prime Minister Lee Hsien Loong announced today (Dec 14) in a televised national address.

Under Phase 3, groups of eight people will be allowed for social gatherings in public and in homes, up from five during Phase 2. The capacity limit for places of attraction (including malls) will also be increased, from 10 sqm per person to 8 sqm per person.

This comes after Singapore has seen low numbers of community cases in recent months.

A press conference by the Covid-19 multi-ministerial task force will reveal more details about the upcoming Phase 3. PM Lee noted that the progression means that Singapore will round off 2020 with “good news”, though he also urged Singaporeans to continue exercising caution.

He added that the first batch of Covid-19 vaccines will be arriving here by the end of this month, with all Singaporeans and long-term residents to get free vaccinations by the third quarter of 2021. However, vaccination will be made voluntary.

Singapore is one of the first countries in the world to receive the Covid-19 vaccine.

The government had earlier announced that it is rolling out a pilot scheme – which starts in Jan 2021 – to allow nightlife establishments to gradually open. This includes popular KTV chains like Teo Heng, which is planning to open one outlet for customers to sing under the pilot programme.
