When we spoke to Marcus Chin and Kate Pang about their new Sichuan restaurant Tian Tian You Yu a month ago, they were excited to open their doors at 111 Somerset mall and celebrate with a grand opening on April 24. However, they had to call off the opening at the last minute, as they had not received their fire safety certificate. “We didn’t expect the approval to take so long. The authorities had given us verbal approval, but the mall wanted to see it in black and white, so we were not allowed to open till then,” Marcus tells 8days.sg over the phone*.

*Ed: SCDF's Corp Communications Department deputy director Leslie Williams has clarified with us that there were no delays on SCDF’s part. All plans and the Fire Safety Certificate application for the restaurant were processed and approved within SCDF’s KPI of five working days.

They finally opened on May 11, much to their relief, but were thrown another spanner in the works: due to a spike in COVID-19 community cases, under the tightened measures, labelled Phase 2 (Heightened Alert), dining-in at F&B establishments is not allowed from May 16 to June 13.

Not that they didn’t see it coming. They just didn’t expect it be implemented this soon. “The authorities said the five-person limit for dine-in would be in place till May 30, so we thought the updates would come then. We were a bit shocked by the sudden announcement,” laments Marcus.
